Performance Based Planning and Programming (PBPP)

At last month’s Planning Partner’s meeting in State College, Spencer Stevens from FHWA presented on Performance Based Measures and the timeline in which states and MPOs have to set their targets.  For the LLTS MPO, the Coordinating Committee will decide whether to accept the Pennsylvania Safety Target at the January 17th meeting to meet the February 27, 2018 deadline.  Pennsylvania has targeted a reduction in fatalities and serious injuries by 2%.  Other measures that will be established in 2018 are Pavement/Bridge, System Performance and Greenhouse Gas (GHG) Measures.  The MPO will establish those targets near the end of 2018.   The GHG Measure is set to be established by the MPO in 2019 but is currently proposed for repeal.  A link to the full presentation is attached below.
