RFP for Scranton and Wilkes-Barre Bike-Ped Network Plan

Lackawanna County, with and on-behalf of Luzerne County, was awarded  funding from the Department of Conservation and Natural Resources (DCNR) and the Department of Community and Economic Development (DCED) to conduct a bicycle study in the Downtown Scranton and Downtown Wilkes-Barre areas.

The LLTS MPO is now accepting RFPs for the Scranton and Wilkes-Barre Bike-Ped Network Plan.  Proposals will be accepted until 4:00 PM on July 27, 2018.  The link to the RFP is located below.

Q&A for the Bike-Ped Plan

Q: What is the budget for the plan? A: $150,000

Q: Explain Scope of Work 1) Provide the designation of proposed routes for a bicycle-pedestrian network. A: Produce a final report with a possible network of future projects to be added to the Transportation Improvement Program (TIP)

Q: How much focus is there on both the bicycle and pedestrian components?  A: The major focus of the plan is the bicycle component with pedestrian as a sub-component.

Q: For Section 5 Required Submittals, how firm are the required page limits? A: Please adhere to each of the page limits for Section 5.

Q: Does the MPO have any current bicycle or pedestrian counts for the region? A: The MPO does not have any automated counts other than what has been collected by each of the trail groups.
